As Deputy Minister to the Minister of National Education, Literacy, and Technical Education, responsible for Technical Education since January 2026, I am a specialist in public management, territorial governance, and the implementation of high-impact public policies.
I was CEO of SODEXAM until January 2026, where I led public service missions related to national meteorology, climate observation, and meteorological support for civil aviation, contributing to the safety of people, infrastructure, and economic activities. As an ambassador (3rd level), I served as Deputy Chief of Staff and Special Advisor to the President of the Republic of Côte d’Ivoire from 2010 to 2019, at the heart of government coordination and strategic steering of the state.
I hold a Master’s degree in Land Use Planning and Local Development and a Bachelor’s degree in Political Science from the University of Quebec in Montreal.
Between 2007 and 2010, I held successive positions as Technical Advisor, Senior Technical Advisor, and then Deputy Chief of Staff to the Minister of Construction and Sanitation. My career also developed at the BNETD (1998–1999, 2001–2006, and 2010), where I worked as a Research Officer in Urban Planning and Regional Development, Technical Advisor to the Director General, and then Technical Advisor to the Director.
Committed to local governance and territorial cooperation, I am Mayor of Grand-Bassam, a historic and tourist town, elected in January 2019 and re-elected in 2023.
I am also Vice-President of the Global Coalition of Mayors for the Ocean, promoting the issues of coastal city resilience and sustainable development on an international scale.
I am also Ambassador of the National Costume Museum of Grand-Bassam and UNESCO Ambassador of the Historic City of Grand-Bassam.
Distinctions: Officer of the National Order of Côte d’Ivoire and Commander of the National Order of Merit for Solidarity.
